~ What is going on ~
It all started when Blister mysteriously arrived in Townsville from Viletown where he came from. {link}  It has been hinted that the Devil Puffs {link} were the ones who brought him over here, possibly on the order by Hecesa the chief Devil Puff {link}.   Being evil, Blister immediately went on a criminal spree, robbing banks, shoplifting stuff from stores, kicking the puppies, you name it.  He even pantsed two certain girls: {link} and {link}

He soon discovered that he has a counterpart called Boiler and thought he would have fun getting Boiler into trouble by impersonating him in order to approach the clueless, love-struck puffs (among other things)...heh.  {link}  Boiler found out about it and put to stop Blister's mischief {link} but not before Blister stole what he thought to be a flask of Chemical X: {link} It turned out Hecesa had requested him to steal the Chemical X.  She lambasted him for his mistake. {link} 

Sent on another errand, Blister was able to trick Hannah into thinking he is Boiler: {link} {link} and {link}  However, after Blister left Hannah in a hurry (Hannah's mother came home earlier than expected), he discovered he had forgotten the pictures!  Not wanting to face the wrathful Hecesa again,  he headed into the beach and there he met Bay.  Bay did not see the news and, not knowing anything about Blister,  she was flattered when the evil ruff paid attention to her, thinking he is Boiler. {link}  They went to Boiler's hideaway, since it offers total privacy, to be with each other...

Meanwhile, Boiler, still upset at what Blister had done, decided to take a trip into Viletown via Professor Utonium's time portal to look for clues to the cause of Blister's villianousness and how to defeat him.  Once in Viletown, he met Professor Hardley {link}  Interestingly, in that alternative dimension, Professor Hardley is the good guy who was actually fond of Blister and was sad when the young ruff went bad.  He had some advice for Boiler regarding Blister, and Boiler returned to his own universe resolved that once he dealt with Blister, he would visit Professor Hardley again someday. 

And that is when he discovered Blister and Bay in his hideaway, and the rest is history!
